A gentleman named "Armero", who
tells me he has entered into a contract with Mr
H. Meiggs, the railway Contractor in Peru, to introduce 5000 Chinese for the Railway
Service
on a new system which will ensure to them a much better kind of treatment than what
many Chinese Emigrants experience under the present system here, has requested me to write to the Governor of Hongkong
and ask him
I declined doing,
as
I wished to inform Y.L.P. first of this new undertaking.
I inclose copy & translation of a letter which Mr Armero
presented to me
from the Ex. Sec. Lozano, Peruvian Minister for Foreign Affairs.
Perhaps Y.L.P. will deem it proper that this
new undertaking may be made known to the Earl Granville.
