The accounts for 1907 show a deficit of more than X800,000, ow ing to the Hakadale fire. Since then bere bare been disastrous fires at Niigata and at Osaka, and there is little doubt that when the recuras are published, these fires will be found to have proved serious blows to the insurance com panies. The most serious defect of the fire. insurance business in Japan is that it is not founded on a solid and scientific basis. · Tha rate of premiams charged is of a more or less haphazard nature, and is subject to constant change. If fite insorance is to be conducted in the precarious maoner characterising it al present, concludes the Toys Keirai, it will soon be time to think about the advisability of a anoicipal or State monopoly of the business.--- Japan Chronicle.
