4. The attention of thess desirous of tender. ing is drawn to the following terms :-
(a) The inaderer must state in his tender the annual sum offered for the Farm rent for the three years 1919, 1911 and 1912; a different agm may be offered for the first, second and third years respectively. The tenderer must. also clearly state the proportion of the amount Rent to be allotted to each separate Farm.
- {U)-The-Government does not bind itself to accept the highest or any lender, and réserves to itself the right of making any arrangements it may deem advisable as regards,the letting of the Farms.

The revenue collected during the year amounted to $89,177, as compared with S80,531 during thepevious year. There are no capitalista resident in this Territory and wealthy merchants at Shanghai are not inclined under existing can. ditions to invest their capital here. This is
in regard to the question of starting a fruit- illustrated by the attitude of the Shanghai public
growing company here. The results of the fruit-growing experiment have proved com- clusively that fruit could be successfully and profitably produced in this Territory, and certain persons were very anxious to form a company, buy or reat ground, and start busïcess, but owing to the uncertainty of tenure was found impossible toraine the small capital required. It cannot, however, be said that
owing to the place being a free, port it is not possible to give accurate returns of imports and exports, as there are de Castoms returns.
A general report on the growing of fruit, trees, shrubs, flowers, and vegnlables at Wei hai-wei from 1905 to 1939 has been prepared by Mr. Gibbons, horticulturist, specially apr. 1647 pointed to superintend the growing of fruit in this Territory.
