The Committee appointed in virtue of the decree (Portaria) the 12th of this month and intrusted with the duty of proposing measures that may not only be expedient to adopt but effectually may order more to ensure the condition's freedom of the Chinese Emigrants, having taken cognizance of the importance of the Mission with which it was entrusted and endeavored to correspond to Y. his expectations, has now the honor to present to G. E. by this means the result of its labours and to state as follows. At the 'in view of the provisions contained in the Regulations in force, we must believe that the colonists after having undergone the examinations at the buff into officer curigrate of free will & that it cannot be said that they are labouring under an illusion, nevertheless it is certain that the greater part of these Emigrants are quite indigent, whose lot is far from good, consequently they are credulous and ready to believe promises made to them with the object of improving their wretched condition. It is this that renders it easy for those in whom they recognize authority to open their eyes to the galling condition which they are under.
