Ather Under Secretary of State for Foreign Affairs & presents his compliments to the Under Secretary of the Colonies, and begs to inclose, the inclosures to the Foreign Office letters of the 22nd August and 18th September last, respecting levy of Opium Duty at the Chinese Stations in the neighbourhood of Hongkong, as requested in the Note from the Colonial Office of the 5th instant.
