I am directed by Lord Kimberley to acknowledge the receipt of your letter of the 3rd October, enclosing a despatch from Mr Robertson, Her Majesty's Consul at Canton, on the Collection of Revenue by the Chinese Authorities.
Lord Kimberley is glad to learn that Mr Robertson has opposed the establishment of a Chinese Custom House at Hongkong.
I am to add that as the Chinese Government are not at present pressing the appointment of a Consul at Hong Kong...
