This conclusion is the more difficult to escipe when we come to the diplomatic de mand that American capital be allowed to participate. American capital has of recent years heen impressed with the fact that it has a good deal to do in financing its own investment interests. In 1906, the Ameri- can markets were declared to have borrowed $500,000,000 European capital for the pur pose, and, even so, their new railway bond proposals failed to find a market. Only a few weeks ago, it was announced as a timely and welcome achievement that they had obtained the assent of the Paris Bourse lo an effort at interesting French capital in their one half-hillion dollars United States Steel stock-he, apparent purpose being 10 gel foreign capital to take part of
it off the hands of American investors.
As the Nation puts it clearly, emphatically and to some extent dogmatically-It is quite true that in 1901 we got in the way of talking about "overflowing capital," and of AMERICAN FINANCIAL DI- New York as the money centre of the world.
