This Chen-teng had obtained from the Hong Kong Authority the assistance of one of H.B.M. Gunboats in an affair which took place in the Canton River. Mr. Robertson mentioned the matter to the Viceroy and suggested that under ordinary circumstances British Gunboats should not be asked to act in the inner waters, but if their cooperation in special cases were required, application should be made through the Consulate.

I transmit for your information a copy of a letter from the Foreign Office and an extract of a despatch from H.M. Acting Consul at Canton respecting instructions which have been received by the Chinese Authorities.
