The effect of the application has I think been excellent, as showing the villager that the Government does possess an effect ive weapon for dealing with conspiracy and passive resistance. The co-operation of the Chinese officials over the border has also bean of the greatest value to us; and the feeling that China no longer offers an asylum to the criminal is responsible in no small- degree for the orderliness of the Territory." CHINA'S POSTAL SERVICE.
(and July.)
We have received a Yellow Book from the Commissioner of the Chinese Imperial Meri time Customs relating to the working of the Imperial Post Office during 1908. The report is the work of Mr. T. Piry Postal Secretary, who in the opening paragraph of his valuable review states that the predominating feature of the year has been a solid and substantial in crense in every branch of postal work. The total number of establishments has been raised from 2,803 to 3,493; portal articles-elters, postcardej pewspapers, books, and samples- which for 1997 totalled 168 millions, have roached 252 million, a striking alyance, which speaks well of future possibilities. Parcels have increased from 1,920,000 245000 the weight in kilox being 7,155,000, reported against 5,509,000 previously with a corresponding increase to value; this large advaate is the more galable having egard to the recent rule for the compulsory insurance of parcels of the value of $30 or
over. Chinese letters in clubbed mails have
risen from to 8 millions, the number of mails being 415,000, a compared with 341,000, with a gross weight of 83,000, kilos, against 74,000, which shows not that native postal hongs are flourishing at the ex panse of the Imperial Post Office, but that they are taking more advantage of the facilities i affords. Money-order transactions have con- siderably increased, representing, in issued and cashed a total movement of funds of no loss than 5 million Haikwan tacle, or half u
million over the figure for the previous year.
