Master thereof shall incur
a penalty of twenty dollars
for each Passenger not found
on board or entered on the
manifest as having left the
Vessel as aforesaid.
7 – Every Pilot who has charge
of any
Vessel
having Passengers
on board, and knows that
any Passenger has been
permitted
