All persons are
therefore
required to obey this proclamation;
that is to
say;
henceforth when dealing in Opium they will proceed to the nearest Lican (or "Licensing" likely "Lienan" or a place name) Office, and in addition to the
the
stipulated sum will also pay regular duty. Having once paid this duty, they will not pay further charges at Canton or the other Provincial Forts.
If there be
an
extension
Officers
as
any
attempt at
the part of
Clandestine traders at the several
barriers they will be severely
dealt with
all traders must be
aware that in framing these rules the Gov. Gen. and Superintendent
were animated by feelings of
indulgence for the trading class. There must be trade
and
no contraband
heretofore, on pain of
punishment. All must tremble and obey!
