Hongkong Straits.
Sir,
I am directed by the Earl of Kimberley to transmit to you for your consideration the accompanying copy of a letter, with its enclosures, from the Foreign Office, respecting a proposed reduction of the rates of postage between Hongkong and the Philippine Islands.
I am to request you to inform Lord Kimberley if you see any objection to a similar arrangement being made between the Straits Settlements and the Philippine Islands.
