one or two Government trials on Salisbury Plain, efforts at flight have been solely the result of individual enterprise. With the promotion of the new Aeroplane Club, how ever, it is expected that aeronautics will get a big impetus. A meeting was held only - last-mooth,-at--which-over-700-nembers were elected. It was agreed that the club should do all it is power to popularise aeronautics. With a view to placing Britain In the forefront, it was suggested that large prizes should be offered to successful acron auts living in England, Ireland, or Scotland. This has now been done, and the time is perhaps pot, far distant when the English flying machine will be not only equal but superior to any foreign invention.

Prison Charges. The increase is due to rise in' price of food and fuel during the past two years, and to the fact that the cost of lighting the Prison is now bram by Prison Charges Account, whereas previous to moving into the New Buildings the cost of lighting the old cells and barracks was debited against Palice Charges Account alone. The cost of lighting the new prison is considerably more than the old ose.
Palice Charges-for· 1908—are the lowest. since the inception of the Council.
General-Gharges. The increase is principal.. ly due to extraordinary expenditure in the shape of auch items at ;-Duty &c., on 50 stand of arms 598, Bonus of $15 to tax collector for work in connection with the Land Commis. sion, $t cast of taking the census, and some $19 odd in extras on the New Buildings.
