R. N. Bland, Resident Osancillor of Penang, the Hon. E. W. Birch, O.M.G., British Resident, Perak, and Lieutenant Colonel R.S.F. Walker, C.M.G., Commandant of the Malay States Guides. The party having landed from a launch, proceeded by motor ta the Residency, where breakfast was served, to which a number of old friends were invited.

Bearing on the point, is an important memorandum by Mr. W. D. Barnes, which, be
-accessible to the public. Mr Barnes first tackles the question of the price of opium and the proportion of income spent on it. The average price in 1907 was $3.25 per tabil; the estimated number of opium smokers was 235,000. The expenditure, iberefore, per head of adult male Chinese was $26.231 days of an unskilled labouret. PRISONERS DRHEADED, Yesterday, eight priioners were taken to the execution ground.. Some were from the Nam bni prison and others came from the Panyu cells and were beheaded by order of the Viceroy. These prisoners were all found guilty of committing armed robbery, and they underwent the capital punishment in the prevence, of the Provincial Judge, Wel King Tong.
