With the miner recommendations there can be no quar relling. They are that extra prohibitjons should be put on the purchase by women and children, that women should, not be concerned in the management of opium: shops in any capacity, and that the use should be prohibited in bro thele, All these are excellent suggestions and will haven beneficial, if miner, effect on the possibili ty of abuse in the use of the drug. WHAT HAPPENED IN FORMOBA,

The document in question is a letter of Dr. J. L. Maxwell, medical missionary in Formon,

written to Mr. Alexiader, and we make no apology for the length of the extracts, from this letter dated July, 1907, are as follows:

The revenue from opium, after the Japanese have been in possession of the island for twelve years, still remains one of the principal itens. of income, and it is difficult to sea how the authorities would succeed in making both ends meet without it, and there is no doubt that they feel this strongly themselves. `

When the Japanese look over the island they estimated the number of smokers-et-6

If one were to put the number as low as in per cent, which I am certain is far below the true num. ber, we still have så per cent using the drug, which micaos that at the present sale of decrease I will take more than a century still before the evil habit is eradicated.

There are many licensed smokers, with ages ranging from nineteen to twenty-five and up- wards. It is impossible'ta believe that these, who would have been, children, many of item mot yet in and none of them out of their teens, when licences were first issued were already -habitual amokers..

shut our eyes to the fact. It would be obvi ously impossible to allow Government chiat ings to be the same class of men as at present, or to be dressed as at present. There would be a decided increase of wages to face, quite apart from any increase of staff, and a very decided increase in such micor matters.ng, uni- forms, office supplies, examination buildings, and the general fitting out of a very important department. This would be quite spart from the supply of efficient European supervision, which would have to be fairly large and "well paid. Now many of all these alterations and

additions would be absolutely added burdens on the running expenses, because at present the Farm simply goes along without them, but they could not be avoided under the suggested scheme because once a Goverément depart ment takes up any work it becomes the chop ping block of public citicism, and a far higher standard has has to be set in the conduct of such a department than has to be set when the satne work in managed commercially. This is inevitable because it is almost impossible to get into the way of regarding public depart ments as being run for profit; the tendency, and a very strong tendency it is, is to regard a public department primarily as a means not of providing revenue. but of coeducting a busi- ness section of Government administration in a manner which shall make it attain the highest standard of efficiency practically re- gardless of cost, That is of course as long as the grit is kept within the reasonable bounds of the departurient paying its way. There can never be the same careful scrutiny of expe di ture in the sense of economy, in a Government undertaking, as there invariably is in a suc- cessful business venture,,

For all these reasons the proposal of the Cominission has to be approached with a de- tormination, to examine it in all is bearings very minutely before adopting it. It may be found on further inquiry that there is a half way course. That some means, may be taken tog wards bringing this expenditure of the Farm
