This is inevitable because it is almost impossible to get into the way of regarding public depart ments as being run for profit; the tendency, and a very strong tendency it is, is to regard a public department primarily as a means not of providing revenue. but of coeducting a busi- ness section of Government administration in a manner which shall make it attain the highest standard of efficiency practically re- gardless of cost, That is of course as long as the grit is kept within the reasonable bounds of the departurient paying its way. There can never be the same careful scrutiny of expe di ture in the sense of economy, in a Government undertaking, as there invariably is in a suc- cessful business venture,,
For all these reasons the proposal of the Cominission has to be approached with a de- tormination, to examine it in all is bearings very minutely before adopting it.
