Peking, 3rd January, An Imperial Decree has been issued to the effect that Yuan Shih- kai, president of the Waiwupu and one of the Grand Councillors, has been in receipt of Imperial favours both before and since the accession of the new. Emperor.

The Deerce says:

Upon Our accession to the Throne. We have always conferred honours

on him on account of his abilities, so that he may serve Us: Contrary to expectations, however, Yunn Shil-kai is at present suffering from a bad foot, and is therefore in- capacitated from discharging his

duties.

"Yuan. Shilikai is, accordingly, “relieved from all his posts and order-
