THE ANTI-OPIUM CAMPAIGN, The Prince Regent has consulted with the Grand Council the feasibility of issuing instruc tions to the Viceroys and Governors of the various provinces prohibiting-the-consumption of opium within two years. It is stated that the proposition was deemed by the Grand Council to be too sudden and that more time should be given to the people to start new en terprises and to get rid of the habit. It is pro- bable that an edict will be issued this year pro bibiting opium consumption by the end of the 3rd year of Haven Tung (1911).
