DIFFICULT CRISIS IN JAPAN. The sugar-refining industry in Japan is pas sing through a difficult crisis, reports the Japan Chronicle. As will be remembered, a few months ago the three sugar-refining companies the Dai Nippon, Yokebama, and Kobe Ro fining-which were suffering from over-produc. tion agreed among themselves to restrict their output with the object of maintaising the mar ket. The action, however, proved a little such in that direction owing to the falling of ol consumption.
