THE BANISHMENT ORDERS.

A CHINESE MERCHANT'S RETURN. One of the Chinese merchants, Chiu Ship pók, against whom a basishment order had been issund but not served owing to his absance from the Colony, has since returned. Mr. Chlu is mausger of the Kung We Hong, Don

ham Strand Wear; bis firm deals in general merchandise.

SHANGHAI COMMENTS." The following editorial comments appear in the N. C. D. News of 16th inst. It is clear that the banishment orders recently pronounced by the Hongkong Government against certain prominent Chinese in the Colony, who were believed to have been indirectly connected with the riots that arose from the inpanese boycoit, have bens keenly felt by their co-na- tional, Hongkong papers to date annonDCA that a petition signed by 300 Chinese merchants has been prescuted to the. Government on behalf of two of the exiles, who had already fled from the Golauy before the warrants for their arrest had reached them." The Govern» ment's, reply was short and to the point. If the culprits would publish a full recantation af past errors and a laithful "repudiation of all future connection with the boycott, as bis 'been done in une came already, they should be permitted to return. At the time the mail closed it was not known whether this effer was accepted but the whole opisado is in tatesting as a proof of the Hongkong Govern cient's determination to check the boycott. Pia ulterior motive seed be looked for in this deter. mination. The plain fact is that boycotts are even worse for the life of the Colony than riots and such decisive measures are certainly a step le the direction of crushing them. Mean. while the Tokio Asahi" has opened a sharp attack on the Japanese Government for its incompetsues before a movement which it describes as seriously threatening Japanese interests, More than ten months have elapsed since, the Tatu Alaru, affair, yet the boycott drags on. It may be argued that the Ameri can boycott lasted fooger, but the trade of America with China in bat a smail part of her business; wherans something like twenty per cent of Japan's total trade is done with China

Politically speaking, North Chins claims the lion's share of the Government's attention ; but from a commercial point of view the South is far more Important, and unfor tunately the Japanete Government would appear to be totally ignorant of what goes on in the South. Thus far the "Markit" and, but for a repetition of the doubtful suggestion that certain outsiders are concerned in promoting the boycott, the article appeare to be fully justified. It now remains that the Chinese authorities should realize that the boycott is bardly calculated to benefit their fellow-coun trymen more than it benefits the Japaness and where a foreign Government has led the way, it is difficult, considering the elastic nature Chinese law, to suppose that the native officials may not follow.
