THE PRESENT SITUATION. They differ astonishingly. The view of the principal newspaper correspondent, and, to a certain extent, therefore, that of the various Legation is, in the first place, that there is nothing suspicious in the events of the last few days, and, in the accond, that even if there is, it is not worth prosecution. That is to say ex- pert opinion takes an essentially quietist view of the whole affair. It is held that if anything has been "managed" it is being "managed" in the best possible way, while, if the almost simultaneous death of the late Emperor and | Empress-Dowager is a coincidence, the best possible measures are being taken to avoid any unfortunate or disturbing results. ‘It is | held, further, that, so far as Peking is concern. ed, disturbances are extremely improbable and that, in the Provinces, nothing is likely to happen of sufficient importance to arouse any serious Boxioly.

is regarded as the most powerful man in Pak ing and, consequently, bis influenca is reckoned as being on the side of the stofus quo. The second view is that of men who, while they

· cannot be called 'experts, have lived in China for many years, are thoroughly conversant with its language, and in touch with a class of Chinese who represent what I'may, perhaps, middle-class street-opinion.". These consider the sudden death, of both, Emperor and Empress-Dowager extremely suspicious, and, consequently, 'regard the situation with something which must be called anxiety, since' it falls short of equanimity. So far from regarding any "management" that there may have been as unworthy speculation, their per- sistent question is "who is behind all this" for, on the answer to that question, depend, they think, the probabilities of peace or trouble.

In contrasting these two views, I would point out that

THE THEORY OF "MANAGEMENT" does not rest entirely on distrust of convenient Coincidence. It resta, also op a comparison of the Edict issued on the 21st of the Chines moon, and the one which followed it on the next day. Moreover, to arrive at a just appre ciation of the situation, it has to be remember ed that considerable ignorance prevails, sveo in the best informed circter, in regard-to-itr most important factor, namely, the relations of Yuan Shih-kai and Prince Ch'un. It is said by seme that the relations are friendly, by others, that they are not. Until such contra- diction and doubt disappear, there seems to be room for a certain anxiety.

THE CHINA CRISIS AND TRADE.

It is generally feared that the death of the Emperor of China will seriously affect Japan's trade. In an interview with a representative of the Osaka Araki, Mr.. lida, manager of the Oaks branch of the Mitsui Busaan. Kaisha, after remarking that the news of the death of the Emperor had been followed by that of the Empress-Dowager,"anid" that there was little doubt that these events, had a grout bour- ing on Japan's trade with Chine, but he could not share the fear generally entertained re- garding their affect on trade, It was sup posed, continued Mr. Iida, that the death of My 54 years' experience in tattooing is a the Emperor took place when the Emptess guarantee of good work and prompt execution.
