Indeed the policy of the late Viceroy might be said to have been directed to strengthening the bureaucracy and Russianising the ad- ministration. Apart from the evils of Lord Curzon's personal regione, heavy and growing taxation, the rigid revenue system, and the cor- ruption of the subordinate machinery, of the Government had engendered a feeling of pro- found dissatisfaction in practically every class and community," "Life in the lower middle and poorer classes had become extremely onerous, and by occasional efforts at class legislation the Government alienated almost every class.
