Mr. Tang is going to America to ten- der the thanks of the Chinese Government, for the courtesy shows by the United States to China in releasing her from the obligation of paying the balance of the indemnity due in Connection with the Boxer disturbance. Specu- lating on the object of Mr. Tang's visit to Japan, a certain diplomat in Tokyo. remarks, according to a Tozyo' "'dispatch to the Araki, that the general opinion ou Mr. Tang's visit in that he bas merely called on his way to Ame- rica and intends to avail himself of this opport unity to exchange views with the Japanese officials on the questions pending between Japan and China. This view is incorrect, Bays the authority in question. Mr. Tang must hare a more profound object. La Peking and Mukden he has duly anted the attitude of the Japanese authorities towards China, but be understands that the views of "Govern- ment officials do not always represent those of
the people. Io his personal experience in the
past Mr. Tong has found that the Japanese Government is inclined to be double-dealing in regard to, certain questions. obtained for reference during his mission to America. His errand in Japan may be partly to bring the Governments of the two countries to a better understanding on the questions Dow pooding between them, buišuchanobject would not absolutely necessitate his visit to this coup the try. It is evident, continues the same autho rity, that the Chinese high officials have con. ceived the desire to make the Japanese, es well as the Europeans and Americans in China,
submit to Chinese jurisdiction, checking
Japan's growing influence and over-riding the objections of the other Rowers. The modest" attitude of the Japinete Government in dealing with China is considered satisfactory to the Chiness Government, bat this is an error. It | is eminently clear that the injudicious assump.
tion of modesty on the part of the Japanese. Govoroment has flattered the vanity of the Chinese officials and depressed the status of Japan below the horizon. Those Japanese who may encounter Mr. Tang Shao-yi ara advised to bear in mind the experiences, of Japan with China in the part.
This is an extraordinary statement and can scarcely be said to be made in the interests of -good relations between Japan.rod.Chio...............
