S.S. "PAUL BEÀU," 1,900 (038, '14 knots,

B.S. "CHARLES HARDOUIN," 1,900 tons, 14 knots.

The speedlest, most luxuriously appolated and punctual steamers on the line, Departure from. Hongkong at 10 2,M. (Saturdays excepted), Departure from Canton at 5.15 P.M. (Sundays excepted).

By adopting this course Dr. Jamason penalised the great Corporation with which he is closely connected, and at the same time❘

along the Vaal River from the loss and bard. ships which a general tax on diamonds would mean to them. But the ex-Premier has received un credit for this from his opponents ; nor is be likely to do. now that they have attained to power. Thus, the smaller the profits of De Beer, the smaller is the revenue of the Cape, and the results of the present dislocation of the diamond trade are felt-almost as much at Cape Town as at Kimberley.

THE HEIGHT OF PROSPERITY.' But it is in Kimberley that the more obvious. ́and direct effects are seen. The whole at mosphere of the town is changed," For a few years after the war Kimberley was the most prosperous towa ia South Africa. There were zona-of-thuko-vexing problems of labour and politics to be solved which so seriously retard- ed the progress of the Rand. The wonderful organicstion of Da. Beers enabled them resume work at full prassure when the proper moment arrived. There were so fortunes to be suddenly acquired, and no sharu market to gamble in; "but trade was good, and, above all, steady, and every one in the little town seemed to be prospèring in a big or small way,

So steady was the demand for the precious stones that gradually the old idea of a break in the market came to be regarded as the disordered vision of the confirmed pessimist, At enormous expense, De Beers developed their new mines, with all the most recent ap- pliances koown 10 mining engineering. A billet in De Beers-came-to-be regarded as permanent as one in the Civil Service. The very spirit of confidence and progress was in the people.'

And then came the crisis, and the prospects and affairs of an entire community have boog darkened by its shadow, Mines closed down and workmen retranched in scores; empty buildings and sorely diminished trade; it is a very different-Kimberley-now_Do_every_side. ose hear the great question of the possibility of a revival; of the fabulous amount of wealth, which is represented by the stock of diamonds still unsold; of the chespening of production, and of new methods of min- ing to be adopted in the future, But uncertainty hangs over all; the ongoing trains are filled with workers seeking new homes' in Rhodesia, or on the Rand, or possibly in Australia or Eogland. At two of the largest mines the machinery stands idle; iboimmense acreage of the "flors" alone where the pre- cious "blos ground has been laid out to be softened and broken up by sun and rain-con- tains sufficient diamonds to supply the market for a year or more.

1,

Thas the people of Kimberley, although con- @dent in the future of their town, are prepared for a time of trial. Retrenched cler.s go out by twos and brees to pag out claims on the River Diggings, for river stones still. fetch' a lucrative price, os acconat of their extrema punity as compare with the ordinary mine stone.

These superb steamers carrying the French Mail are fitted throughout with Electric Light | -Pull Mall Gautie and Fans and were specially built for this trade. Excellent calside.
