Now, what are the facts? Following, some years of trade, which mostly varied between indifferent and bid, and at times was extreme- Ty bad, largely in consequence of shortage of raw material' 'aggravated by the shameless manipulation of the New York and Liverpool markels, came the bamper crop of 1904 and the beginning of a period of unparalleled pro- sperity for Lancashire. 'he markets of the world had become depleted an I the boom lasted for three years, that is, till the end of 1907. Net only was there work for all, but many new mills having been erected, there was in some places an unsatisfied demand for isbour. The operatives engaged in all branches of the in- 'dustry obtained advances of 5 and to per ceni, in wages and the master spiuners and manu: facturers realised great, and in many cares enormous, profits. The spinners were the chief gainers and fully recouped the losses of previous years. They liqui dated burdensome loxas, paid large divil- eads, and built up very strong reserves. The present writer knows of a spinning mill in a North-East Lancashite town which had 'not yielded any profit to the propristors in twenty years, to igus, however, the profits were 50 per cent, of which 15 per cent, was paid in dividend, and the business done in 1946 and 1907 was almost as satisfactory. in the present situation which calls for com- ment, and that is the eff ctiveness or otherwise "of the ̈BrooklandsTM Agreement.—It~i»^cou--| téöded, unt~anly by the operatives, ́ but also by many misters of weaving mills, that the spinners who are calling for a reduction in wages are disloyal to the spirit of that Agree- ment, from which so much in the prevention' of strikes and tockòuis was expected. The operatives lived up to the Agreemantín not seek- ing separate advances of more than 5 per cent. during the boom, but some of their leaders now say that it looks as if this loyalty were wasted One of them expressed a widely-spread feeling very clearly to an interview with a Manchester newspaper representative a low days ago. "If" he said, "on the first flush of a bad tors we are in be asked to return such a modest proportion (as a 5 per cent, rise), then I tell yru is all sincerity batthis Brooklands Agreement stands a very good chance of being swept clean away, and when the next boom artives we shall demand the whole of what we think the employers ought to concede."
The view most often expressed in Lancashire by those who are not directly engaged in the coltos industry is that the master spinners beva acted in too great baste. The money in their coffers, the proceeds of the boom, is sufficient to enable them under any circumstances to pay adequa é dividends upon the capital ingest? ed for some time to come, but, on the other
bard, the operatives have in recent years suffer. ed motola privations with beroic patience....... The way out of the difficulty is clear to no one; but those who take a very gloomy view of the foture are in the large majority-Charles Stir- rup in Pall Mall Gazetle,

ANOTHER ARGUMENT, and out which is admitted By the employers, is that a 5 per cent, reduction can have bot little, or as effect upon trade conditions, nad some of the operatives' officials go further and express the opinion that the real object of the Federation, is, vol to reduca wrges, but to force a strike and thus recure a complete stoppage of work for several weeks.
When the operatives vote on the proposed reduction they are certain to record almost 38-36, Des Voeux Road, Central, animously against it. Moreover, they are
