How, then,. Could China compensate us for the risks to which we might expose ourselves by a defen- sive alliance? Not by any special 'commercial privileger, for she could snake no concessions with regard to trade which would not forthwith be shared by every nation whose commercial treaty with the Pekin Government contains the
