The Times' St. Petersburg correspondent says that Russia and Japan' are about to begin pourparlers with a view to concluding an agreement for the mutual protection of scal and other fisheries in the Western Pack fe, the subject being brorched by Count Komura while recently discussing with M. Javolsky, the development of Russo-Japanese ictations.

PROMENADE CONCERT. The much talked of concert of the Kowloon Cricket Club was held at King's Park on Saturday night under very favourable cop ditions.
