do but little towards ensuring better results. FIRST FLOOR of No. 6, QUEEN'S So long, therefore, as the prohibition against the export of rice remains in force, a proper ad justment of the market can bardly be expected and in a year of plentiful harvests the price of rice in China will continue to fall greatly, while when the crops turn out a fallure it will rise in proportionalelfdegros. Thus it is seen that the price of rice is constantly subject to fuctuations, according to the condition of the стора.
Although rice is the stapin-food of Asiatic people, it would be only proper that any sur plus remaining in a country after the require ments of its people had been provided for should his exported to other countries. This, would be the bost means of effecting an adjust. ment of the market, which will thus be pre served in a large measure from the violent fluctuations to which it isļnow, liable subject to the condition of the crops.. If the probibi. tion in Chion is once removed, the in
terests of the farming classes will be placed on a sounder basis and the wol fare of the people at large will be pro
noted. Japan importsfaflarge quantity of for sign rice every year to make up for the shortage of the domestic production, while, on the other hand, the exports no inconsiderable quantity of home-prodticed rice. It will be recalled that about 1882 the price of Japanese rice fell steadily, as a result of the withdrawal, of a large amount of non-convertible notes by the “Government, and the farming classes experienc ed great difficulties., Seeing this, the Govern ment, acting on popular advice, opased several special y ns and thas encouraged the export
of rice, which measure proved very effective is maintaining the price and ensuring the inter- ests of agriculturists. In Chius, ceronis are produced to a large extent, and moreover the price of these is cheap; so there is little doubt that if the interests of the farmer' arò assured by the removal of the embargo on, the export, of rice, exianelva tracts of fartile land, which at present remain uncultivated owing to the un certainty of profit, will rapidly come under cultivation. Naturally Japan will be the coun: try which will derive most benefit from the abolition of the probibition in China, because is that event the will be the largest buyer of Chinese rice.

Perhaps the Chinese Government in cognisant of the advantages of allowing the export of rice from China, bor it is conceivable that there are many Chinese who ia' their own interests are opposed to the sug gested change. It is∙ap almost open secret that | there are many amongst the marchants, and also the officials, who are profiting, by the prohibi tog law, and it will therefore require a great effort on Chine's part to introduce reform in This direction.
