THE ECONOMIC DRAIN,
I have no desire to enter into a discussion of what is called, the economic drain from India. The profits of trade, commerce, and b.nking are remitted to England, but the people of India are partially to blame for this.
Indians had laid it out in profitable concerns,

But in one respect the action of England is
open to criticism. No effort was made till recently to import iccbaical education or to encourage the various native industries, the destruction of which forced all those engaged io them to fall back upon agriculture as a living, The economic problem is therefore very simple. Before the advent of the English, India was both an agricultural and industrial countr it was self-contained. The money that was extracted from the people was spent in the country, and came back in some form to, the people. Now, the industries having dis- appeared (the few factories that have been 'started count for nothing), the population is mainly agricultural ; a good part of the revente and of money-cained in-lodia is spent_out_of it, and at the same time the population has! largely, increased.
The agriculturis finds is hard to make bath ends meet, with a fand revenue or rent the pay- meat of which he finds excessive on the ope band, and more mouths to feed on the other bar' Eu there is a yet lower class, the labourers and petty village artisans, who bave to depend on their daily earnings for their sub
