At 1 pm. yesterday the tender Alexandra left for Blockhousa Island and later in the afternoon the Samson was des

STATEMENT OF THE JAPANESE CASE:
Tokio, June io, An authoritative statement has been issued Yokohama Mr. B. J. Choy. From Kobe- Per Prins Heinrich, for Hongkong from of the Japanese case against the proposed.Mesers, S. Kawamurs, Ng Lai Chin and Li Hainmintun Fakumen Railway.
Chi Wao. From Shanghai-Mes.m. E. Peitor seo, S. Roberts, Francis Ellis, C. A. da Rozi, Rich, Nicolaison, Materna, Prince Jean de Brogli, Messrs. B. T. Rindle, E. C. Hallicau, J. M Switzer, A. Abes, Ch. H. James, Mr. and Mrs. Tomkins, Mr. Pilyinecary, and Mr. and Mrs. A. Luigi.
It lays emphasis on the principle that one railway, near enough to another to enter into competition with it, must be regarded as ́belonging to the same neighbourhood..
The policy of the open door does not prevent milway exploitation. But British, Russian and Americas agreements with · Chino also forbid the construction al competitive lines, while Germany's railway monopoly in Sbad- Lung necessitated the division of the Tientsin Pokou live into British and German spheres.
Historical precedent, it is added, no less than considerations of reasonable precaution, warrants the Japanese veto on the proposed Ine in South Manchuria.-W. C, D, News,
