As was recently stated in this column the Chinese authorities have consented to pay an indemnity in settlement of the Japanese claims arising out of the recent not fa Hapkow. It does not, however, seem, according to a dis patch from that port, that the Japanese Consul: in satisfied with merely a money compensation, for he has requested the Viceroy at Wuchong, H.E. Chên Kwei-lung, to punish not only the leaders of the movement, but also Captain Chia Kaishan, the official charged with the control of roads. It is further stated that nota Feag, the Police Intendant, has also dempend ad the punishment of Captain Chin, as he wa responsible for the trouble. SANITATION AND FOOD.
TO THE KURTOR of the "Hongkong Telegraph." BIR, What we est may be mora important than where we live, or who our parents are. Food makes the man, not heredity, no environ. mant. The badly-fed or under-fed baby quickly departs from the normal. Imbecility, crime, pauperismi, ail are directly duetnih lick of food or its poor quality during the plastic years. The nervous, irritable, hali-ill children to be found in such large numbers in our public schools represent poor material. They are largely drawn from the homes of poverty and constitute an overwhelming majority of those children for whom we have found it necessary-10 make special provision the backward, dull pupils found year af er year in the same grades with much younger children. In a meature, the relation of a child's educability to its physical health and comfort has been recognised by the correlation of physical and mental exercise in most up to date school but its larger social and economic sign has been almost wholly ignored. A yet it is quite certain that poverty exercises the same retard- log influences upon the physical training As upón mental education. There are certain. conditions precedent to successful education, whether physical or mental, chief among these being a reasonable amount of good, nourishing food and a healthy home. Deprived of these, physical of mental development must neces- arily be hindered. And poverty means just that to the child. It denies its victim these very necessities, with the inevitable result physical and mental weakness and inefficiency: Sanitary conditions do not make any real difference at all. It is food, and food. alone. That the evils of under-feeding are intenslied when there is unhygienic surrounding is true, but it is equally true that defect to the diet is the prime and essential cause of the excessive death rate among the children of the poor, and of those infantile diseases and ailments which make for defective adults, moral, mental or physical, should they survive.-Yours, ric,,

Huge volumes of smoke were pouring over the Settlement a few minstes after the alarm, and whep the British Brigads arrived first il was found that a great pile of wool bales was on fire. The wool was stacked some five yards from the Company's big godown and a first some little danger existed of the bullding catching fire.
But fortunately the wind was, in the right direction and the Brigades rapidly bad a good stream on the godown. The heat from the burning wont was very great, and coupled with the exceedingly bot day made brigade work

A very large number of residents were pre- sent at the fire on Monday, and indeed what with the British, French and Japanese brigades, and the French, German and Japanese-military brigades the scene was an animated one.
The fire is believed to have been started by a careless coolie working in the compound. Probably a cigarette, or burning match thrown down was the cause. The wool was all practi caly destroyed, not one per cent being saved. About Tis, 83.000 worth of dam ge was doue. The British Brigade did not leave the place until about three p.m..
A second fire broke out in the Native City near the yamen on Monday morning about the same hour as the big blaze in this Concession. The outbreak occurred in a very congested quarter and a good deal of damage was done.
Almost every. European hong in the place has suffered somewhat from the big fire on Sunday. We are informed that the damage is estimated at between three and four hundred thousand taels. A good deal of distress will be suffered io consequence by small shopkeepers and traders.
