The preamble to the Bill in which the ad ditional subsidy is proposed gives a detailed account of the natural resources of the in lands, in which valuable deposits of phos- phates have been discovered. la proof of the growing prosperity of German New Guinea and the adjacent island groups, it is: intimated that the existing Customs duties are to be raised and that a general to per cent."ad- valorem" duty will shortly be introduced in THE P. & O. S. N. Co.'s Steamer New Guines, the Bismark Archipelago, and the Carolina Islands. The total increase of revenue from the Customs is estimated at nearly £25,000, The trade of the islands with Australia in 1906. amounted to over £75,000, and, although the Chinese and Japanese trade was valued at only about one-third of that amount, it is felt that the resumption of direct steamship communica tion with Singapore will open up another market for the produce of the islands. It is pointed out, moreover, that a connection with; Singapore would furnish the Islands with a fresh source from which to draw their supplies of | › rice, and would do away with their dependence upon the Hongkong market. Above all, the Singapore connection would enable the islands to obtain their supplies of labour from the Malay "Archipelago, the natives of which, are mora suitable for work in the rubber plantation than Chinese coolies,
