The saving bank system will be extended to Shanghai, Tiantain, Haokow, Canton and other big cities gradually, in the hope of receiving deposits from the Chinese masses who deposit their savings in foreige banks. The chief cause for the establishment of this Government savings bank office is the good business done by the Hsing Savings Bank at Shanghai last year. This institution has in creased its capital from Tit. 1,000,000 to Tis 2,000,005 from purely Chinese sources this year with the sanction of the Ministry, Duke --Pani Tach has instructed Chief Director Chang" Yun-yan to draw up some rules for the establishment of a financial and banking school in the Capital in view of the gradual extension of the bank's business la China and the lack of Chiness financial experts. In order to promote new learning in Chios, instructions have been issued by the Coniraller-Gonoral of the Ministry of Education, H.E. Chang Chih-sung, to the various Viceroys and Go vernors, advising them to establish as many Chuanhsuebabou, or societies for persuading The people to lasin modern education, as possi"" ble, within their respective provinces, undo, the control of rollable and enlightened gentry, Viceroys and others, have also been advised to send more officials and students to foreign countries to acquire a civil education instead of learning military or naval subjecta, as it is a well-known fact that the promotion of civil education in this vast Empire is much more important than the re-organization of either

establish normal colleges to train teachers for immediate service in the district town and'village schools, These, if strictly 'carried out in the Provincer, will surely do China considerable good. But the difficult thing in this country is 'that al- though many men can draw 'up and issue very useful and up-to-date regulations, there are too few to put them into force effectually, even under Imperial Command.

The Ministry intends to establish a normal college in Peking to be placed, under its direct control in the near future.
