A later dispatch states that Lu Chun-lin, until lately Provincial Treasurer of Yunnan, has been appointed generalissimo of the Yen d'ap Government forces with instructions to crush the insurrection at all costs. This efficial was ordered last April to vacate the Provincial Treasurership of Yunnan and go up to Peking for appointment to another post and hid al ready, on the 2nd instant, reached Changsha, Huna, on his way to Peking.
