H.&. said Ladies and gentlemen, soldiers and sailors of France and England, The terrible disaster which overtook This Colony on the 18th September, 1996, is still fresh in your memory with its appallingscribed the senic of death and destruction, when the force of Nature appeared, for a time to be uncon trolled and the efforts of men were powerless to contend against them. In the short space of about two hours it is estimated that some's,oco persons of various nationalities, but especially Chinese, lost their lives. Filly-nine järge vessels were damaged or destroyed, and it is said that about fifty per cent, ofthe Chinesscraft, were sunk or badly damaged, Many hodies lost their brand winners; but ther Prople of this Colony, although heavy losers by the typhoon, were not slow in coming, forward to raise funds for the relief of the jerrible distress. he Empire, and not only from sympathisers in the Empire. Perhaps there was no contri 'bution which was 'more cordial and welcome as a token of friendship and good, will than the generous contribution which came from the French Colony of Saigon. (Applause) -F re- joice, ladies and gentlemen, that of recent years we have put aside those 'm'sunderstanding's and pelty jealousies which in bygone years estranged us and disturbed the good relations of our great neighbour-a neighbour not only to the British Islamis, but in every quarter of the globs. In Asia, in Africa, in Polynesia, wherever the British flag flies, there we see the flag of our neighbours, and I rejoice that that flag wherever we see it, is an emblem of friend ship and good will (Applause). Among the many ships that were wrecked an that fatal morning was the Fronde, a Ficoch torpedo bost destroyer, and five gallant alors lost their lives. I am told there are here to-day some of their comrades who were with them. on that day. This ceremony will bring vividly to their minds the terrible experience through. which they passed. The British community here bas erected this memorial to the sailors who lost their lives on that necasion. May it stend not only as a memorial to those whose names it bears but as evidence of the swende cardiale which exists, and I trust will loog-exist, between our nationalities (applause). We are fortunate to-day in having with as Made moiselle Morel, the daughter of the Governor of Tonkin, and she has kindly consented to perform the unveiling ceremony. I will now | to hospital. ask her to perform the ceremony,

Had it onl been for the timely arrival of a medical practitioner there would have been, perhaps, a double tra.edy at Wäocbai last night: To-day, a Chinaman and his wife are patients at the Government Civil Hospital, re: covering slowly from the effects of poisoning. The Chinaman, a man of about thirty-five years of age, is a cook in the employ of a European family at East Point, and resides with his wife at 111, Wanchai Road, As far as we could gather it would seem that it was customary for the cook to prepne his evening meal, in his' master's house and take it home each sight for himself and his wife to eat. Last night he car ried home some stewed beef, which husband and wife ate heartily. Soon after the table was cleared they were both - seized with pains in the stomach and fits of vomiting. A friend who was in the house at the time, but who, luckily had refused "chow" when invited, rüshed nut and rparted, the master to Inspector Fenton, at No, z Police Station. A doctor was soon in atter darce and the stomach pump was put to use with good results. When the couple were somewhat relieved the police learer that the beef which they had eaten had been soaked in a inlution of soda before being cooked so ai to make it tender. The couple were then sent
