"THE DANGERS OF LOW-CLASS ALIEN LABOUR.

There are no fewer than 33 of these questions, to be put by various Liberal Labour, and Nationalist members.

Mr. W. E., Harvey, the Labour member for North East Ferbyshire, and others, will ask the President of the Board of Trade whether his attention. has been called to the deaths of Asiatic and other seamen that gre" continually. eccurring on Pritish ships from chest and lung complaints whether inquirien have been held foto the circumstances attending the deiths of ́specified-Lsacar sailors serving on British ships, and what was the cubic space, allowed sach man on those ship?

SUICIDES ON BRITISH SHERS. Mr. Devlin and others willask if any inquiries ware' held into the suicides of Asiatic cont trimmers and stokers serving on British ships; which they name; asking alto the coal con- sumption for ech 24 hours on those vessels; and asking how many men were employed on each as firemen and trimmers; and, in toma caser, inquiring 'whether any previous cisen of suicide or supposed sutcide had, occurred na some of the vessels?

Questions to be put by Dr. Cooper, member for Bermondsey, inquire whether the President

is aware that medical opinion holds that beri- bori is a disease due to want of proper and sufficient food, and directing attention to deaths from betirheri on British ships, and aking whether the President has reason, to suppose the food supplied on those vessels was adequate.

It has always been the contention of ship sowners that there li, no economic advantage in the employment of Asiatics. The P and O. Company whoje' ships a't ; evry. Lascar deckbands, fireman, and trimmeri, has often * asserted the reason for employing such labour is not cheapness. Many other shipping com. panies, as the British fadia Steam Navigation Company, man their ships in the same way.

On 26 March, 1896, of, 7 365,457 tons of British shipping; and of 183,3′ 6 seamen there were (pirt from 27,446 "Ïoreigners ", 27,911 Lancers,

On 31 March, 189, with 7,946,032 font, out of 188,636 men (of which 32,674 were "lor eigpers", there, were 33.410 Ļascars.

LASCARS' WAGES.

Though it is stated that no saving is effected by employing Lascars, instead of Europeans at the port rates of wage (say, £1 per month in London), yet the "Leader" representative had figures supplied hin which show that Lucar seamen are paid only 16 rupees and up, (0 22 rupees per month sccording to rating. ficar firemen start at 18 rupees, or 24%. per month, against the Losper month of the London port råles for Europeans

On libers two Lascars replace one while, and on cargo bonts the ratio is three Lorcars to two whiles. So some of the waving would be lost there.

But there are saving in other..directions. There is a legal food scale for whites, and a gond, one, put on the status by Mr. Lloyd George. It does not apply to Orientals. Some of the companies: estimate 63, per day for the keep of each Lascar. "It would be double that for a white.

"INSUBORDINATE DOGS." There are three reasons why shipowners should employ Lascire-apart from the fact that the British in an "iníubordinate dog," cheaper wages, ford, and accommodation."

Then, 100, the Lascars are not under the jurisdiction of the me cantile marine officers of the Board of Trade, but af the India Office which administers an Indian Shipping Acl, for it must be understood that Lascars are engaged is fodia, and must be repatriated within a cer tain period:

"It in a farce," the feeder representative was told, "that ships registered at a British port, nd which sail regularly therefrom, should not be compelled (so far as the men are concerned) to comply with the regulations. of the superior Bitish Shipping Act.
