The general scheme having been drawn up, the present Board of Admiralty have de cided to take in hand the construction of a graving dock, closed basin, and an entrance dock capable of accommodating the largest modern warships, with a dépôt for submarines and destroyers, and provision for oil fuel storage. This part of the general scheme, for which the contract will shortly be lez, is estimated to
