THE CONSUMPTION OF SUGAR IN JAPAN,
Now that the increased taxation of sugar, is an accomplished fact and the cost of that much used commodity has reached the highest price ever known" in Japan-and a price which is bardly likely ever to be reduced-it is interest- ing to noto some of the considerations which have been raised concerning the increase of taxation in this direction, Of course, as the duties on refined sugar are subject to the Con ventional Tariff, the Japanese Government was not in a position, to raise the rate of import duty. Now crude sugar used for the manufac ture of refined sugar is either imported from Java and other countries or produced in For mosa or some other part of the Japanese Empiro, The imported crude sugar intended for refsing is subject to a rebate, but that for direct con- sumption in debarred from any such privilega. The manufacture of crude sugar in Formosa been greatly and Japan has for some time past encouraged by the Government in various ways. This has checked the importation of crude sugar from foreign countries, that com modity being at present almost entirely exclud. ed from the Japanese market except the inferior and cheap varieties which come from China the Philippines, and Java. The crude nugar from Germany and Austria is not in favour among the Japanese sugar refineries on account of its peculiar smell, which cannot be totally removed evod after the refiding process, and so the import is at present limited to such periods when the prices are abnormally low, The crude sugar from the Philippines is mostly im- parted for consumption in Japan, and there is a tendency towards a decrosso.in this trade.
The importation of crude angar as material for refining was first made as an ex periment when a quantity was imported from Feru in 1906. The quality, there produced ap póais to be somewhat similar to that from Java the only defect being the greater amount of
