EXTRADITION OF “CHINESE.

LETTER BY CROWN SOLICITOR
We have received the following letter for publication —
Sir,-In view of the many misleading and incorrect statements, reflecting not only on the action of the Colonial Government and its officers, but also on the conduct of the Chinese Government and Chinese officials, which bave appeared in the local press on the subject of the extradition of Chinese, I am directed to request you to be good enough to publish this letter for the information of your readers.

BIG FIRE AT MONGKOK,
WOMEN AND CHILD BURNED TO -DEATH,

Two persons were either burnt or smothered to death and another seriously injured at a fire which broke out at No. 40, Biation Street, Mongkok, at an early hour this moming. The two persons who lost their lives were a woman named Cheung Chun, about fifty years of age. and a three-year-old child, by name Chan Muk Shu. The injured man, whose surname was given as Chao, was removed to hospital suffer ing from severe bruises and burns. His caso is considered hopeless.

The procedure may be surmarized as 'follows:-

The Viceroy of the Province in which the al- leged crime has been committed forwards a requisition to the British Consul at his Provis- cial City for transmission to the Governor of
Bongkong requesting the Governor to hand over the Chipese subject charged with commit ting the offence to a Chinese officer specially detailed for the duty; this requisition contains a specific undertaking by the Viceroy that the accused, if handed over, will be tried in the presence of a British Consular Officer for the offence in respect of which his extradition is demanded and for no other offence; and this undertaking is invariably carried out.
Upon receipt of this requisition the Governor orders one of the Magistrates to have the accused brought before him and to inquire. into the charge. The Magisterial inquiry
The fire was one of the worst that the Yau ma firemen have had to handle for some time. It started at the rear of the building, and before the firemen had arrived the flames bad assumed such large proportions that the crowd which had congregated outside recognised that a con flagration of po mean dimensions had occurred, The house is one of the mual Chinese cha- racier. The flames flew up and in a minute the whole house was enveloped.

· Business.—In almost dil branches of the business there was a failingoff, the most marked being in stocks of Yarn which fell below the average of some years past.
Property The exchange of land with Government was completed, a sum of $to,161,65 being received for the difference in area of, the land exchanged. The floors of the principal godowns have been raised well above bigh water mark, doors and roofs strengthened, and the damage caused by the 1006 typhoon generally made good. The Praya sea wall bas been underpinned from end to end, the face of repaired and its foundations strengthened. Wharves.-No. 2 Wharf, the Ferry Wharf and one small Wharf have been rebuilt, and are enlarged and the sea bed round the wharves now practically now. Theßheers Whari has been
cleared of typhoon debris and despened to afford five berths for large vessels drawing 25 to 27 feet. West Point Wharf was rebuilt.
"Railways.—New rails (including steam crane rails) have been laid the whole length of the Praya thus greatly facilitating the working of cargo.

All the money stolen from the bank has been recover ed, with the exception of several gold coins, The detective has also recovered the dispatch box which was stolen from H, B. M. Shipping Office and a quantity of stampi which had been taken from Mestre Meyer & Co's office.
The dispatch box had been cat in three places on the lid and the lock removed. A new lock has since been soldered into it and the lid made secum. The crown was broken off the centre of the lid on
Hitherto the Viceroy's engagement has been accepted and bas, I believe, been invariably honestly carried out, but in future an en- gagement will be required from the Central Government at Paking.-Your &c.,
