This period covers the whole of the episodes. arising out of the suppression of the Zulu rebellion" in 1936, and is practically the hiitory of the indictment of Dinuzuļu," The charges against the Zulu chief begin to appear as 20 Nov, 1906, when Sir C.. R. Saunders, Commissioner for Native Affairs, Zululand, appears in a dispatch of the Governor as re- commending that "a sentching and exhaus live inquiry by an impartial and independent tribunal be instituted into the whole of Dinexu'a's behaviour throughout."

The full reports seat in response to this request mention the proposal to conduct an inquiry into the allegations against Diauzulu with closed doors, and to detain the women and children as witnesses. A later report from the Natal Attomey-General says that "the evidence recorded is gederally insufficient for a prosecution. -. Altogether the cases are not as complete as. I anticipate they can be made with proper care. And on 12 Aug. Sir C. R. Saunders is suggesting that "trial by jury in cases involving a political element - hai proved a ghastly failure," and urging a Colonial | Act of Parliament to arm, the Government to

"LORD ELGIN'S REBUKE.
Lord Eigin deals with all this mass of facts and comment in the most important document in the Blue-book. He says;

The evidence in Disuzulu's caso appears weak in itself, and insufficient to support the conclusions at the end of Sir C. Saunders's minute of 12 Aug, while of the incriminating alatements' some refer to acts which, even if true, might be considered as covered by the settlement with Dinuzulu when he met the Governor at Maritzburg (vido, especially, evi- dence of Bambata's son, last sentences).“
But my chief criticism is that the Native. Affiirs Commission. Report is entirely set aside or at any rate postponed; while another inquiry into questions of complicity is the late rising, to be again followed by a course of repressive action, is undertaken,
I do not think that his Majesty's Govern- ment can possibly become parties to such a policy or defend it in Parliament.
A CONDITION OF HELP,
On the other hand the Goverbmant would be prepared
to concur in the policy of inquiry, and, if accessary, to move the troops as desired, if the inquiry is to be into the best means of. securing the peace of the country, including the wedress of grievances, and if the Natal Government will pledge itself to do its best ia consultation with his Majesty's Govern ment, to carry out the reforms recommended by the Commission.
