An arrangement has been made between the Japanese Naval authorities and the Chinese Minister in Tokyo by which those Chines students who have completed the whole cours of study at the Tokyo Mercantile Marins School, may be allowed to join a fapsness war-ship for training. The Chinese students graduating from the Marine School in April this year number 39.
