the subject of lotteries, it is of interest to recall the fact that the question is not new to Shang. hai," lo Jund 1895 the Municipi Council brought an action against the Gold Bond Investment Company for conducting a lottery in the Settlement and asked for an order of the United States Cosular Court to restrain the Company. Ms. 1 R. Jernigan, then Consul General of the United Stats, dolved the following judgment —,
