The position of indentured labour in the Portuguese islands of St. Thomé and Principe has been the subject of remonstrances by & S. British cocon manufacturing, firms who draw part of their supply from the islands. These firms, Messrs. Cadbury Brothers, Limited,IZ! Messen. Fry, and Mestra. Rowntree, some time, ago sent representatives to the islands, with the result that a dúquiating repozi was pre- seated. The manufacturing firms have now "followed up this action by a mission to the Gorerament of Portugal, undertaken by Mr. William A. Cadbury. We have been supplied with an official statement of the mission and ~its results, which appear to be hi„hly satisfac

Mr. Burt's inquiry extended over nearly two years, and he was accompanied in his visit to Angola by Dr. P. Claude Hurton, of Brighton. The raport of Mr. Hürit and Dr. Horton to the English manufacturers was presented 10 the cocoa planters in Lisbon,

DAMAGING D'ECLOSURES Among the facts establithed by the raport are the following ::.

That the large majority of Angala natives taken to St. Thome are brought to the coast and shipped to the islands against their wall that the good repatriation laws are a dead let. ter; that "offences against the person of the native" are inau nerable and must continue

until labour is made free in reality, and oot in pama only; that the treatment of the native in the islands at any rate on the large and best: menaged ostates is'excellent.

Navertheless, the death-rate among the patives is appallingly high. Furthermore, it appears from medical reports that most of the mortality is due to two causes-anamix and dysentery, the highest death-ràin being among the newly-arrived lub:urers and that this is io be expected, seeing that those people are forcibly taken from their homer, without hope

of return.

On 28 Nov. Mr. Cadbury and Mr. Burtt con ferred with a committee of the planters, M. Cadbury pointing to the Portuguese colony of Morsmbique on the 3 st Cast of Africa, as an example "of the practicability of obtaining inbour" under conditions of hire contract, and equally free repatriation. Mr. Cadbury also polated out that such a system, once establish ed, would naturally check exining abuses. Mr. Cadbury, in conclusion, speaking on behalf of his own firm, said: Our conscience would act. allow us to go on purchasing raw material for our, business unless we are assured that in future it is produced by free labour,"

It may be mentioned that the preparation of SL Thome cocoa which comes to Eland is less than 1-11th of the world's supply. As result of the conference, the planters published a lengthy defence and statement addressed to the English cocoa manufacturers.

PLANTERS' DEFENCE.

In a list of "conclusions" appended to, the statement the planters say they are possessed of the same liberal and humane sentiment as Mr. Cadbury, and it is entirely contrary to their intention to place any difficulties in the way of the repatriation of those labourers de- siring to return home.

The repatriation fund, now amounting to about £195,0 m, will by the'wish of the planters be transferred to the Colonial Bank in St. Tho mé, as agents of the "tate, on 31 Dec. next, to. ba administated by the local committee of emigration under the superintendence of the Government Each repatriated labourer will re- ceivo about £18 upon landing in Augols. Those who wish to renew their contaci wi i receive 10

per cent, increase in wages, and their capital (£13) will be retained to them in quarterly Instalments of six percent. À new repatria- tion fund will then be started for each labourer The first contracta of service made under the

· law of January, 1903, will expire in the first half of the year: 1958.20

GOVERNMENT action,

The planters say that they have no intention of asking the Government in future emigration of labourers from other Portuguese colonies to exclude the right of repatriation, it is stated that the Coloplal Minister is sending to Angola maxt January his chief of staff to investigate personally any irregularities in the present system of recruiting.
