Canton, 22nd November. Yesterday, the second mass anceling was- held at the offices of the newly formed Canton Self-Government Bureau, at the headquarters of the Anti-Uptam Association. There were present from three to four thousand people, being several tin es more than the number that tended the first, meeting. The meeting began at eleven o'clock and was not over until five o'clock in the afternoon. Messrs. A memorandum was laid on the table from the Chinese steam-launch owners. Many vigorous speeches were d livered.
