THE COMMERCIAL IMPORTANCE OF TAIREH,
The US Consul-General Willard D. Straight, in the coume of a report on Manchurian Trade, gives a somewhat differ- ent version of the quality of Japadeus cotton goods to that published fu our chlum the Oraku Araki, on the già instant, i goods the Consul-General- anys; they are has vity-sixed and do not wash or dye, well, aud that miscellaneous goods are shoddy but i proving. He does not seem to four, however, that Japavere colton goods have got the betar of the American manufacturer.
In his report Mr. Straight points to the de- cessity for more vigour on the part of American merchants if they wish to successfully competa with the Japannse. He urgen that merchasis/ and manufacturers who wish to engage in the t'ade of Manchuria and share in the profis which its development will afford must adopt more active and aggressive, measures than those which bave been employed heretofore in thebina trade The Consul-Gasural con | in. es:-"it is not, perhaps, clearly under. stood that while in the past Newchwang, liku «ther treaty "ports in Chios, has served REA depot for the importation of foreign" goodi and the export of native produce, all the most important inland cities have now been opened to trade. There is, therefore, in Man- churia an opportunity which exuts, nowhere cise in China for the importer to deal, directly, with the merchants who place their goods in, the hands of the individual consumer. At the: present time there is widespread dissatisfaction among the Chinese not only with Japanesag business methods but with the quality of Japanese goods. Their cottons, which are heavily sized, do not wash or dye well i their miscellaneous articles are shoddy, but they are cheap, and males are consequently large because of the scarcity among the people of ready money. The Japanese Bowever, tre determined improve the quality of théir. goods, and in the meantime they are streng thening their Chinese connectiops—a tesk which is made the more easy by the lack of foreign competition.".
In reviewing the trado situation and Outlook. for Tairen and surrounding country,
Vice- Consul P. S. Heinzleman says. It is decomary: to bear in mind that the region, viewed" in the light of foreign commerci il · întorasta, is practi- cally new. out the aid of a pilos, steam alongside the para and docks, well protected by a breakwater, white, 'their cargoes can be loaded directly into carr that run into all the large trading centres of Man churia. The ease of entrance into the harbour at all seasons of the year, the small amount of labour"required ip transfer goods from the ocean vessels to the cars, the low-priced coolle service, and the policy of low freight charges already adopted by the new South Manchurian Railway Company, combine to make this one: of the most economical shipping ports of the Orient, and a wise pol cy of railway admitis“ tration should develop, a trade of such large proportions as would create hare one of the greatest commercial points on the Pacific. The accomplishment of these results will fake considerable time, though not necessarily in- volving a fargetoutlay of money on the part of the Japanese Government. Radical changes incurring great expense, will have to be allici- ed on the South Manchurian Railway, which is really the key to the success of this port. The railway after being conveniently connected with the Russian portion of the line ja Nortb Manchuria, thereby opening a through trafic, will have a most powerful bearing upon tha commercial development of Jalny and, indeed, upon the successful exploitation of Japan's commercial enterprises throughout all Mån- churia?"
