Escape was sought by smugg! ing, by ignoring the existence of the Hang Mor 1945 chants, and by threatening to withdraw from trade altogether, Throughout the first half of the nineteenth century curcommercial relations with China were marked by the most confus ing and disorderly series of events, clear in one respect only, namely, in the existence of com plete misunderstanding upon either side, England clamoured for an open door and China remained barred and baked by distrust. But the 'Syndicate of the Hong Merchants. was not only commercial: is wat a political body as well. In return for its monopoly of China's trade with foreigners, it be, ame security for their payment of duties and for their good behaviour. When English org merchants began to trade at Canion at the end of the seventeenth century, there was no such thing as a Consul. There were no recognized spheres of jurisdiction, no fixed tariff, no harbour regulation and no police. The directors of the East India Company had no authority to delegate consular powers to their representatives, and when they dalegaled such powers, they never informed the Chinese Government of the fact. Consequently, the confular representatives of the Company were never.officially recognized by the Chinese local officials, who insisted that all business whether of a commercial or of an official character should be conducted through the agency of the Hang Merchants. Thus Englishmen found them.
