The self-restraint of the Mahomedans of Eastern Bengal in face of the boycott agitatiop has been incidentally demonstrated by the eagerness “with which the seditious Bengali Press has sought to make capital out of a occasional indítcrest or angry utterance 10 which Muslim publicists may have beengoaded, in particular, a certain "Red Pamphlet" has bren dilated upon with great insistence, sod it has been suggested that there has been par- tiality on the part of the authorities in with drawing the proceedings against its author on bi entering into recognisances and under- taking to withdraw the document from circulation. This suggestion has been voiced in the official organ of the British Com mittee of the National Congress, and upon it was based Sir Henry Cotton's. recepi question respecting the pamphlet. Mr. Mor ley's refusal to entertain Six Henry Cotton's view that "the circulation of this pamphlet was one of the principal causes of the unfortunate riots and disturbances which have been se marked a fantura of Eastern Bengal "must be shared by any fair-minded observer who has had opportunity to read the pamphlet in the original

In his question to the Secretary of State Sir Henry Cotton describe the pamphlet as inciting the. Mahommedans to violent mea- sures against the Hindus." The incitement rather appears to be to a retaliatory boycott; and the author, led away by religious and com munal fervour, certainly went fa- enough in these times of excitement to justify the Govern- ment proceedings against him. But the pass- -ages quoted below the woist_and_almost_the only provocative language against the Hindus which they have been able to bring forward by way of complaint-are mild and harmless in comparison with the 'incitements to rebellion which have been appearing in the Extremist Press. After lamenting that by going to the religious and domestic ceremonies of the Hindus sadjining in their festivals, "Mahom. A. CHAZALON & CO.

medans are becoming heathen," the pamphlet proceeds :--

* "C" Mussulmanai Awako; collect funds; establish Mahommeđào 'schools; on no account study along with Hindus. · Open Mahommedan places of business; do not buy- thing) · from Hindus shops Learo manufactures; do 'not touch goods made by. Mahommedan should take part in this un ostural Swadeshi agitation. In order to induce the Mahommedana to join in the Swadeshi aguation, the Hindus invite them' in flattering terms; they so pressure; they use violence. This is not done for the good of the Mahom. medans. The basic intention of the Hindus

is to keep the Mahommedans for ever under their feet. (If I live long enough shall ex- plain this in detail later on.) The Hindus have begun their Swadeshi aritation for the purpose of driving the mighty English out of the country. We are conducting our Swajați agilation for the purpose of improving, our selver. As between those two works nur work is very small. If we cannot complete our small work we are lower than beasts we are dense things. The selfishness of the Hindus and the ignorance of the Mabommedans- these are the roots of uur, ruin; there are the two cones who are crushing down the Mahommedans 1

The passage quoted is wild and foolish, bui underlying it there is the patriotic purpose of communal self-improvement under the prote ing hand of Great Britain. It expresses senti- ments as to Hindu selfishness and monopoliss. 'tion of educatino, place, and power, which are. deeply "ombarded in the consciousness of the Indian Moslem; and it points to the truth of Mr. Morley's words that to leave the people of, India to work out unaided their own destiny would be 10 land the country in a welter of confusion."B" je Páll Mall Gazzfjs.
