A few days ago, one of the men kidnapped escaped form the robbers! and returned home safely, but the whereabouts of the other man is at present unknown.

PUBLIC MARKETS.
The Canton Authorities have long con- templated the building of public markets in different streets throughout the City in the most populous centres so as to totally enforce the regulations prohibiting the vendors from selling their wares in the public thoroughfares to the inconvenience and obstruction of the general community; but so far po definite steps seem to have been taken in regard to the matter. Now it is learnt that the Canton Tartar General has actually put up tempbraTY markets-structures of bamboo-in the Bannerman portion of the city and has rented out the stalls of these to the Bannermen traders at a very low rental.
THE NEW ADMIRAL.
The new Admiral of the province of Kwang. tung, Chun Ping-chik, once held office as lactai in the circuit of the prefectures of Yumchow and. Limchow. It is reported that Admiral Chun's intention is to first of all take steps to suppress the bad characters in those quarters, when he arrives at Canton, It is stated that the bandits there may be effectually put down and everything settled by him in a most satis. factory,manner, as he is well acquacited with the local conditions and the state of affairs of that circuit.

The branch anti-epium association in the district of Heuagshan was opened on the 8th. instant in presence of n farge'assembly. LAI SHING, a building contractor, of the Shing Kee firm, 66, Queen's Road East, was arrested last Tuesday morning and charged with offering a bribe of $3 to Li Lam Yan, a clerk employed at police headquarters. A DISPUTE between a number of labourers at Hunghomlast Monday afternoon anded in a free fight, which lasted for nearly half an hour. There were no casualties to report. Sergeant Watt, who is in charge of that district, was successful in puning a stop to the engagement, and making nine of the belligerents prisoners. These were paraded before Mr. C. A. D. Mel- bourne, on Tuesday morning, at the Police Court. They were fined $2 each and cautioned.

It is ascertained in official circle that H.E. Chang Yun-chun, the Viceroy designate, holds views much opposed to the public policy of ex-Viceroy Shum. The officials who are serving H.E. Shum are almost all young and energetic men, but H.E. Chang believes in the appointment of those officials who are advanced age, as he is of opinion that these gead officials will have had better experience in the Government service, Consequently all those officials who were H.R. Shum's sub. ordinates, and who are still in office at Canton, have to resign their posts and leave the Southern Capital to seek appointments elsa- where.
FORESHORE ENCROACHMENT,
The magistrates of the districts of Namhoi and Punys have been informed by the Band Department to the affect that many private in- dividuals have encroached on Government property along the river frontage, thus caus- lng trouble in the building of the new bund The magistrates have made a list of the names of all persons, numbering over a hundred, who have encroached on Government foreshore and have ordered them to remove at once from the land encroached upon in order to facilitate the building of the new bund.
