In the United States,300 p.m. to for instance, the second issue of stamps of 1861 was the direct result of the outbreak of | 845 pm, and the war of the Confederacy, ` The previous issue was so seriously depleted by conflication. by Southern postmasters that the government found it immediately necessary to get out an other series. All the stamps of that confiscat ad issue are now valuable. The g-cent da- nomination is put down in philatelie catalogues as worth $60 unused. The to-cènt unused, is worth 575, while the 24-cent used is rated as worth $40.

The stamps of the Confederacy, itself are the most acute reminders of the Civil war. Besides, specimens gotten out by the general govern. ment, the postmasters of many towns printedTM local or provisional issues, which were co- cognized for service throughout the limited and restricted mail service of the Confederacy. Most of these stamps t'ai can be authenticated possess large value, some selling now into the hundreds of dollɔes.
Those stamps issued by the Confederata authorities are not, as a rule, rarities. Genuine

When, in 1859, an end was put to the strife of the rival claimants to the throne of Samoa, Land there was' substituted for the hitherto chaotic condition of affairs a tripartite govern- ment by representatives of the United States, Great Britain and Germany, the old Samoan stamps were continued in service, with this surcharge in black across their face: "Pio: visional government."
Before the day, of American intervention Cuba had stamps prompted, by war. When isabella, of Spain, was overthrown as a result of the revolution of 1863, Cuba made a change in its slamps by surcharging its old isrası, The Philippines in lika manner recognized the change, in the government in his mother country.
Spain herself at the example for these, her colonies. When the monarchy was restored in |1875 under Allonso XII', the government go
out a brand new set of stamps appropriate to the occasion.
Carlitt stamps appeared in Spain two year before the re-establishment of the manaichy, Don Carlos was prosecuting his second war, and his cause assumed such extensive power that he was able to establish and maintain a postal service. The Carlist stamps, which fourished for three years, comprised eight varieties.
