The best proof that peoples and Governments, far from holding aloof from this trend of opinion, ate under- the influence of it, appears to me to be demonstrated by the willingness with which the Powers responded to the appeal to attend the present Conference. The almost un animous. acceptance. of the invitation strikes me as of good, augury."
RUSSIAN REPRESENTATIVE'S SPEECH The Dutch Foreign Minister concluded by proposing that M. de Nelidoff, Russian Ambassador at Paris, should preside over the Conference. His reference to M. de Nelidon's great-business experience and to his possession of eminent qualities that should facilitate the work of the Couference was heartily cheered He had a nice little ward to spy about the gentleman who had given them so cordial a welcome, and invited the Marquis de Beaufort, first delegate of the Netherlands, to accept the vice-presidency of the Conference President and vice president having shaken hands, M. de Nejidoff went on to pay further tribute to Pre- sident Rausevelt, whose generous impulses are always inspired by the most noble senti mesis of humanity,"

THE TASK OF THE CONFERENCE: The Taar's Minister went on to outline the task of the Conference in the terms I have quoted at the head of this message. People said that it was absolfiiety Winng to mitigate the horrors of war, "In order that wars should be short and rare," he was told, the people affected by them should' feel all the troubla they involved, so that they should seek the ea liest moment to bring them to a close and not start again."
This opinion, continued M. de Nelidoff, seems to me to be abs clutely specious. The horrors of the struggles of the past and midifle ages neither diminished the length nor the frequency of wars, whereas the modi- fications introduced during the second half of
