Our takk, gentlemen, according to the programme accepted by all the Governments, divides itself into two parts; we' havo to, search, in the first place, the means of settling in a friendly way differences which may arise between various States, and thus to prevent rupture and armed conflict. In the second place, we must, try, in the event of war breaking out, to find a means of making it less hard on combatants, and on those who are only indirectly affected. These words, which M, de Nalidoff addressed to the delegates at the Peace Conference when' he assumed the presidency this afternoon, suggest a modest agent. Indeed, everything I have heard since my arrival here confirms the opinion that in this Conference at any rate any proposal for the imitation of armaments will have only the interest of an academic dis.
